Monsoonal moisture produced rainfall rates of 12–25 mm (0.5–1 inch) per hour in Lincoln County on July 30, causing the Rio Ruidoso River to rise rapidly.
The National Weather Service (NWS) issued multiple Flash Flood Warnings covering drainages in Upper Canyon, Brady Canyon, Perk Canyon,
Cedar Creek, Eagle Creek, and the Rio Ruidoso watershed.
Warnings remained in effect into the evening before expiring at 19:30 local time (LT).
Emergency services confirmed at least one water rescue, with the individual reportedly unharmed. Local officials also reported debris flows and infrastructure damage in areas affected by the 2024 South Fork and Salt Fire burn scars, where reduced soil infiltration capacity contributed to rapid runoff.
Videos posted to social media showed a mobile home being swept downstream by floodwaters. Additional footage documented debris-laden torrents overtopping streets, flooding the Ruidoso Downs Race Track, and stranding vehicles. The Village of Ruidoso reported temporary road closures and utility interruptions.
Floods have been affecting the region since early July and have left the soil saturated and prone to flash floods. On July 8, a flash flood in the same burn scar killed three people and destroyed multiple homes. Another storm triggered multiple water rescues on July 24 and caused significant structural damage.
